30-second summary

The year-end deadline must be read alongside account scope and creation date. Sellers, livestream sellers and affiliates should review identity records and monitor official guidance early.

Which accounts face the 31 December 2026 deadline?

Decree 320/2026/ND-CP was issued on 13 August 2026 and took effect on 28 September 2026. It amends the electronic identification and authentication rules in Decree 69/2024/ND-CP.

Under Article 20(3), covered accounts created before 28 September 2026 must complete linking and authentication by 31 December 2026, except for banking. Pre-existing bank accounts have a separate deadline of 30 June 2027.

The scope extends beyond social media, telecoms and securities

Article 19 adds requirements for electronic transaction accounts on digital platforms across 12 areas: education, digital literacy, securities, telecoms, banking, e-commerce, electronic invoicing, transport, tourism, pharmaceuticals, healthcare and social media in Vietnam.

For e-commerce, the rule addresses seller, livestream seller and affiliate marketer accounts. Check the relevant account type and platform implementation guidance rather than assuming every service uses the same linking procedure.

What should online businesses prepare?

Bài Học Kinh Doanh’s management perspective: inventory accounts used for sales, affiliate marketing, invoicing and transactions. Identify the registered owner, responsible person and identity details to check for each account.

Monitor announcements inside the provider’s official app or website. If linking is unavailable or details do not match, contact support and retain the ticket number. This is a workflow suggestion, not a substitute for platform-specific technical instructions.

Identity compliance also requires data protection

The Government stresses that using electronic identity must protect account information and comply with personal data protection law. Integrated information does not give every party unrestricted access to your data.

Use official channels and check domains and confirmation requests. Do not disclose passwords or OTPs to someone claiming to provide support. This article does not infer automatic closure of all accounts or a universal penalty after the deadline.
